No, not yet but I have Megaman ZX and it is in english and if you have Rockman ZX then it will be in japan and for multilanguage... it's depending on some games which do not have english but other languages and to change the firmware nor modify it will happen someday. Make sure you read the changelog every released and if you see "firmware" in the changelog then you will know. :)
